The three South Caucasian states – Armenia, Azerbaijan and Georgia – have been widely regarded as a single regional group by external actors, including the European Union (EU). However, the argument has been put forward that such a regional perception has outlived its usefulness and can become counterproductive, by not recognizing neither long-standing nor recently renewed differences among these states.

On 22nd June 2009 a discussion panel entitled “Eastern Partnership – a new wrapping for old policy?” organized by the Heinrich Böll Foundation was held at the Zielna Warsaw Conference Centre. Over forty people from Poland and abroad participated in the meeting and debated on the opportunities and dangers connected with the establishment of the Eastern Partnership.
